Beshear Launches Grassroots Campaign for Universal Preschool Access in Kentucky

Democratic Kentucky Gov. Andy Beshear intensified his campaign to ensure preschool access for every 4-year-old in the state, emphasizing the plan’s benefits for student performance, employment, and family incomes. Despite previous setbacks from the GOP-supermajority legislature, Beshear launched a grassroots campaign ahead of the 2026 legislative session, which may be his last realistic opportunity to pass the universal pre-K plan. He highlighted that over half of Kentucky children are unprepared for kindergarten, creating an achievement gap. Beshear argued that pre-K for all would increase workforce participation, ease financial burdens on families, and generate significant economic returns. Although he did not specify the cost, a study cited by Beshear indicated that every $1 invested in pre-K yields $10 in economic benefits. Beshear’s previous budget proposal included $172 million annually for preschool, which he deemed “more than affordable.” He stressed the nonpartisan nature of preschool access, noting that 18 states, including some with Republican leadership, already offer universal pre-K. To further promote the plan, Beshear created an advisory committee to hold public meetings and provide recommendations this fall.
